Does the solver handle a coupon that is not unlocked?

Yes. Candidate baskets below the minimum receive no discount.

What if the planned checkout is under budget?

Headroom remains cash. It is not added to the suggested basket.

Should tips be entered as shipping?

Include any expected mandatory or customary checkout outflow in the fee input or reserve it separately.
