Direction-aware normalization

A lower cost and a higher pass rate cannot use the same ratio

Coverage, experience, growth, rank share, CTR, and conversion divide current performance by a minimum target. CPQO reverses the ratio and divides the maximum acceptable cost by the current cost. A value above 100% therefore means favorable attainment in every lane despite the different raw units.

Weak-link scoring

The geometric mean limits compensation across the search system

An arithmetic average can allow one exceptional lane to conceal a severe failure elsewhere. The weighted geometric mean still recognizes strength, but it penalizes a control approaching zero more heavily. The aggregate score prioritizes review; the exact lane register remains the evidence needed to choose an intervention.

Target governance

Internal operating targets and external comparisons serve different decisions

Use internal targets for release gates, service levels, and investment accountability. Use external benchmarks only when their query mix, market, device mix, attribution, qualification rules, and maturity are comparable. Never label an editable planning default as an industry percentile without a traceable source.
